Telah Terselenggara Workshop Standar Pelayanan Kedokteran

Workshop Standar Pelayanan Kedokteran telah diselenggarakan pada Rabu (13/11/2013) di Hotel Grand Sahid Jaya, Jakarta. Ketentuan tentang Standar Pelayanan Kedokteran (SPK) telah diatur sejak tahun 2010 melalui Permenkes No. 1438 Tahun 2010. Penerapan SPK ini menjadi penting dan sangat relevan terkait dengan penerapan Jaminan Kesehatan Nasional per 1 Januari 2014.

Adapun tujuan workshop tersebut diantaranya: pertama, diseminasi dan kesepakatan ulang mengenai makna dari Standar Pelayanan Kedokteran (SPK) dan selanjutnya disepakati untuk diimplementasikan. Kedua, menjelaskan kembali secara rinci masing-masing komponen SPK yang berkekuatan hukum. Ketiga, peran organisasi dalam membuat Pedoman Nasional Pelayanan Kesehatan (PNPK) dan Panduan Praktik Klinis (PPK). Keempat, melaksanakan Clinical Governance yang baik secara komprehensif. Kelima, menghimbau Kemenkes untuk membuat Keputusan Menteri Kesehatan (Kepmenkes) demi keberhasilan pembuatan PPK di seluruh Fasilitas Pelayanan Kesehatan (Fasyankes). thechangBuku The Changing National Role in Health System Governance ini merupakan publikasi dari studi kasus yang dilakukan di 11 negara Eropa (Denmark, Inggris, Finlandia, Perancis, Jerman, Itali, Belanda, Norwegia, Spanyol, Swedia, dan Swiss) dan Australia. Tujuan studi ini untuk melihat perubahan terkini terkait tanggung jawab pemerintah (pusat) dalam mengatur/mengarahkan (steering) sistem kesehatannya, serta mengekplorasi apakah dan mengapa pemerintah (pusat) meningkatkan atau mengurangi perannya secara nasional dalam tata kelola sistem kesehatan. Studi ini dilakukan oleh the European Observatory on Health Systems and Policies atas permintaan dari Kementerian Kesehatan dan Sosial Swedia.

Hasil studi menunjukkan fenomena menarik. Di satu pihak, muncul kecenderungan sentralisasi dalam tata kelola sistem kesehatan (seperti pengambilan keputusan dan regulasi tertentu), tetapi di lain pihak, desentralisasi tetap dilakukan dalam beberapa urusan lainnya. buku hpsrBuku teks yang dapat disimak kembali untuk pembaca adalah dari Prof Lucy Gilson yang saat ini mengajar di University of Cape Town Afrika Selatan.

Health Policy and Systems Research (HPSR) merupakan bidang penelitian kesehatan penting yang berkembang cepat namun masih memiliki banyak kelemahan terutama dalam metodologi. Akibatnya, studi yang dilakukan memberikan hasil terbatas dan sulit digeneralisasi, sehingga hal tersebut tidak banyak membantu para pengambil kebijakan. Berdasarkan latar belakang tersebut, Alliance for Health Policy and Systems Research menyusun sebuah versi ringkas terkait HPSR untuk membantu pemahaman dan peningkatan kualitas HPSR di negara bekembang.

HPSR menginvestigasi isu-isu seperti bagaimana pelayanan kesehatan dibiayai, diorganisasi, disediakan, dan digunakan; bagaimana kebijakan kesehatan diprioritaskan, dikembangkan, dan diimplementasikan; dan bagaimana serta mengapa sistem kesehatan menghasilkan atau tidak menghasilkan tujuan kesehatan dan tujuan sosial yang lebih luas.

Buku ini terbagi dalam lima bagian. Bagian 1 berisi overview lingkup HPSR di negara berkembang dan tantangan dalam riset ini. Bagian 2 berisi gambaran langkah-langkah dalam pelaksanaan studi HPSR. Bagian 3 berisi referensi untuk memahami kebijakan dan sistem kesehatan. Bagian 4 berisi sejumlah referensi paper dari negara berkembang. Mental Health Action Plan 2013 – 2020

mentalhealthKesehatan Mental merupakan salah satu komponen penting dari definisi "Kesehatan" baik menurut WHO maupun yang tertuang dalam Sistem Kesehatan Nasional 2012. Mereka yang memiliki kesehatan mental yang baik akan mampu mewujudkan potensinya, mengatasi stres, hidup produktif, dan berkontribusi terhadap masyarakatnya. Ironisnya meskipun dianggap penting, kesehatan mental belum menjadi prioritas pembangunan kesehatan. Dalam banyak kasus bahkan terjadi pelanggaran hak azasi manusia dan diskriminasi terhadap penderita kelainan mental dan kelainan psikososial. Situasi dan kondisi seperti inilah yang melatarbelakangi mengapa WHO menyusun "Mental Health Action Plan 2013 - 2020" yang diuraikan dalam Laporan ini.

Action Plan yang disusun ini bersifat komprehensif berdasarkan keyakinan bahwa kesehatan mental merupakan komponen penting untuk mencapai "Kesehatan Bagi Semua." Pendekatan yang digunakan adalah "a life-course approach" (pendekatan berdasarkan tahap kehidupan) dengan tujuan untuk mencapai equity melalui universal health coverage dengan penekanan pada pentingnya upaya pencegahan.

Ada 4 sasaran utama dalam Action Plan ini yaitu: (1) kepemimpinan dan tata kelola yang lebih efektif dalam kesehatan mental; (2) pelayanan kesehatan mental yang komprehensif dan terintegrasi dengan pelayanan sosial dalam masyarakat; (3) implementasi strategi promosi dan pencegahan; dan (4) memperkuat sistem informasi, bukti dan penelitian.
