Please find below the course announcement for our annual global Flagship Course on Health Systems Strengthening and Sustainable Financing: The Challenge of Universal Health Coverage. The course targets high-level and mid-level health and finance policy makers and social security/health insurance agencies, and their development partners and other key stakeholders. It uses a practical and comprehensive framework for understanding health systems and their performance, and a structured approach to deciding on health system reform policies to improve system performance, and to progress towards the goals of Universal Health Coverage. It provides a unique opportunity for senior government officials and development partners to explore key issues in health financing, payment systems, organizational change, regulation and influencing provider/client behavior. The course engages participants using world class faculty, case-based learning, and peer to peer interactions to provide a dynamic and enriching 8-day learning experience.
By invitation of the Government of Japan, the 2013 global Flagship will be held in Tokyo, from December 9-17th, 2013. The course will last 8 days, with Saturday devoted to site visits to learn how Japan achieved UHC. Sunday will be free for sightseeing, and the course concludes on Tuesday afternoon. The content will be enriched by insights from the analysis done under the World Bank - Japan Partnership Program on UHC. Applications for the Global Flagship course are now open to all; as always, we will give preference to teams of applicants from countries -- the best learning experience is gained when groups of people come together from a country, work together during the course to discuss how the content applies to their country circumstances, and plan follow-up actions that draw on the course learning.
We encourage you to contact your country counterparts to inform them about the course and join them as a member of the country team. (The fee will be waived for Bank staff who accompany a country team of at least 4 people).
Generous funding from the Government of Japan has enabled us to lower the fee to $2000. Participants or their sponsors are responsible for all travel and accommodation costs, some meals and incidentals. A preferential rate of around $150/night (including breakfast and wifi) has been negotiated at a hotel conveniently close to the course venue (details will be provided with acceptance letters.)

SOUTH, EAST and CENTRAL ASIA REGIONS PLEASE NOTE: A five-day version of the Flagship course will be offered in Bangkok, from March 3-7, 2014 -- adapted for the Asia region, partnering with the Asia Network for Health Systems Strengthening, and with generous funding from USAID. The same core faculty will teach both the global and regional courses. Full information on the regional course will be sent soon; participation in the regional course will be by arrangement with USAID and WB staff counterparts rather than through open enrollment.
