  RATIONAL

Globally, borderless medical services have been taking place since years . In 2015, the ASEAN Economic Community will be implemented. In that year, it is forecasted that the health service is more borderless in South East Asia countries. Beside the universal coverage development, medical industry and medical tourism will grow in parallel with the increase number of middle and upper class community .

Demand wise, the market of health care services within this region is very potential. It is supported by increased economic growth, better transportation access, and less cultural barrier. In particular, hospital service will be one of the main commodities and it will be more influenced by cross-countries demand .

However, the quantity and quality of medical doctors, the core operators in the hospital, varies from one country to another within ASEAN region . Numbers of doctors, particularly specialist doctor, varied from under-staffing to over-staffing level. The types of hospitals were in a very huge spectrum, if classification is aggregated. The level of services provided and the available health care menu are also significantly different from one country to another. Factually, it will create a mobility of health care services and it can be a driver of globalization of medical services . Finally, it will create a mobility of medical doctors within the region.

To fulfil the demand for medical care in South East Asia, medical doctors migration across and from outside of South East Asia will increase4. Medical doctors can be from developed countries (USA, European countries, Australia), India, and from South East Asia countries. Although there are still subjects to domestic regulation and restriction, doctors may migrate more freely across the SEA countries and from other parts of the world5.

EXPECTED OUTPUT

The discussion on doctor's migration and health system development in ASEAN is expected to yield several outputs as following:

  1. Clear view on global trend on health care services and the current state of international regulation to facilitate medical doctor's migration
  2. A set of description of doctor's migration concept from academic perspective of the 3 countries and an understanding on the gap of conceptual framework of doctor's migration in ASEAN countries
  3. Assessment of the 3 countries' level of readiness to set up the preparation of ASEAN community, in particular to develop the system of health care globalization.
  4. Inter-countries exercise to develop international curriculum to support standardization of medical doctor's competency within ASEAN countries

PARTICIPANTS

The forum is a media for experts and post-graduate students from many countries, particularly, Thailand, Malaysia, and Indonesia, to share idea, expertise, and research findings. For certain reasons, high-rank officers from WHO and relevant Ministries, are invited to present current global trend and current policy with regard to particular issue.

In this 8th meeting, the forum will be extended by providing blended learning model for the Indonesian participants. The program of blended learning is in the development process.

ABOUT THE FORUM

The main objective of the Forum is to provide a platform for postgraduate students (Masters and PhDs) to communicate their knowledge and experience gained during postgraduate works and to share with those who are newly enrolled in the programme. The recent updates on research methods and new research findings will be available through keynote address and plenary sessions by international speakers. The Forum is open to all postgraduate students in health system and policy studies across the world. Those conducting research on health systems and policy, health economics and health financing are invited to actively participate in this Forum. Students who are in the final stage of their thesis writing and those graduated recently are invited to present their research outputs in this Forum.

Note: For Buddhist participants: On 15th of May, there will be Waisak ceremony in Borobudur Temple in the evening.
